Keynote Speakers

Malcolm PAYNE, Professor, PhD
Malcolm Payne is a writer, educator and consultant in social work, social care management and end-of-life care. He is author/co-author of 16 books and more than 350 articles and chapters, co-editor of 11 books, on social work, healthcare and end-of-life care, published in 15 languages and 18 countries. These include the international best-selling text Modern Social Work Theory (4th edition, 2014), and recently Humanistic Social Work: Core Principles in Practice (US and UK editions, 2011) and Citizenship Social Work with Older People (US, UK and Polish editions, 2011/12). Margaret Reith and Malcolm Payne wrote Social Work in End-of-Life and Palliative Care (US and UK editions, 2009). During his social work career, Malcolm worked in probation, local government social services and the local and national voluntary sector. From 2003 to 2012, he was director of psychosocial and spiritual care and policy and development adviser, St Christopher’s Hospice London and, prior to that, Professor and Head of Applied Community Studies, Manchester Metropolitan University, now emeritus professor. During the last ten years, has held academic appointments at Opole University, Poland, and the Comenius University, Bratislava, Slovak Republic, and he currently has honorary academic appointments at Kingston University/St.George’s University of London, England; and Helsinki University, Finland.

 

Işıl BULUT, Professor, PhD
Başkent University, Faculty of Health Sciences, Head of Department of Social Work

Işıl Bulut graduated from Social Work Academy in 1967 and began to work as a research assistant in Social Work Academy. Before the Social Work Academy was joined to the Hacettepe University in 1983, Bulut received her master’s degree at Hacettepe University Institute of Population Studies and PhD degree at Hacettepe University Institute of Family Health. Bulut received the title of associate professor in 1989 and title of professor in 1996 from the Department of Social Work. In 1997 Bulut completed collaborative psychodrama education program of Dr. Abdülkadir Özbek Institiute of psychodrama and Moreno Institut Überlingen and became psychodramatist. Bulut established Family Services Research and Implementation Center at Hacettepe University and served as the director between 1998-2002. In 2002, Bulut retired from the Hacettepe University and established the Department of Social Work at Başkent University. Bulut continues her academic works as the head of Department of Social Work at Başkent University.
 

Ertan KAHRAMANOĞLU, Associate Professor, PhD
Başkent University, Faculty of Health Sciences, Lecturer in the Department of Social Work

Ertan Kahramanoğlu graduated from Hacettepe University Social Work Academy in 1966. He attended social work certificate program at the University of Chicago/USA in 1968. He received his master’s degree at the University of York/England with his thesis about social work and social administration. He received his PhD degree in the Division of Educational Administration, Planning and Economics in 1990. Kahramanoğlu is an academic member of the Social Work Department at Başkent University in the Faculty of Health Sciences. He started his career as a research assistant at Social Work Academy in 1966 and has continued his career as a lecturer since 1972. Between 1975 and 1984 he performed general and vice general directorate at the General Directorate of Social Services of the Ministry of Health and Social Assistance. Between 1981 and 1983 he was secretary general of the Children Protection Institution of Turkey. While he was general director of the Social Services, he took important part in implementation of the 2228 legislation and establishment of the Turkish Social Services and Child Protection Institution. Between 1987 and 2002 he took place as an academic member, lecturer and vice president at the Hacettepe University School of Social Work. He was one of the founder of Social Work Department at Başkent University in 2002.
 

Sevil ATAUZ, Professor, PhD
Maltepe University, Faculty of Humanities and Social Sciences, Lecturer in The Department of Social Work

Atauz graduated from Social Sciences Department at Middle East Technical University with bacherlor’s degree of sociology and psychology in 1968. Between 1968 and 2011 Atauz worked at Hacettepe University Department of Social Work as research assistant, instructor, assistant professor, associate professor and professor respectively. Between 2005 and 2011 Atauz served as the Director of School of Social Work and Head of Department of Social Work at Hacettepe University successively. After being retired from Hacettepe University in 2011, Atauz established Department of Social Work at İstanbul Maltepe University. Atauz currently continues her academic works as a lecturer in the Department of Social Work at İstanbul Maltepe University.
 

Kasım KARATAŞ, Professor, PhD
Hacettepe University, Faculty of Economics and Administrative Sciences, Lecturer in The Department of Social Work

Kasım Karataş graduated with bachelor’s degrees at Hacettepe University School of Social Work in 1984 and at Selçuk University Faculty of Law in 2002. Karataş continued his undergraduate education at Gazi University in the Department of Economics and graduate education at Middle East Technical University in the Department of Sociology for a while. All academic promotions, including master’s and PhD degrees were received at Hacettepe University School of Social Work. Immediately after graduation, Karataş began to work as a social researcher at Hacettepe University Institute of Child Health Foundation’s research; “The Children's Health Issues”. Afterwards he began to work as a research assistant in the Department of Social Work in the Faculty of Economics and Administrative Sciences at Hacettepe University. Since 1985 Karataş has been working as an academic in theDepartment of Social Work at Hacettepe University.
 

Veli DUYAN, Professor, PhD
Ankara University, Faculty of Health Sciences, Head of Department of Social Work

Veli Duyan graduated with bachelor’s degree at Hacettepe University School of Social Work in 1987. Between 1990-1998 Duyan worked as social worker at Adult Hospital of Hacettepe University. Duyan received his master’s degree in 1992 and PhD degree in 1997 in the Department of Social Work at Hacettepe University. He received the title of assistant professor in 1998, title of associate professor in 2002 and title of professor in 2008 from the Department of Social Work. Duyan is a member of Turkish Association of Social Workers and continues his academic works at Ankara University Faculty of Health Sciences, Department of Social Work.
 

Hakan ACAR, Professor, PhD
Kocaeli University, Faculty of Health Sciences, Head of Department of Social Work

Hakan Acar graduated from School of Social Work at Hacettepe University in 1996. He received his master’s and PhD degrees from the Department of Social Work in the Institute of Social Sciences of Hacettepe University. Acar received his PhD in 2006 and worked in the Department of Social Work at Hacettepe University between 1997-2011 as a research assistant, instructor and associate professor respectively. Currently Acar continues his academic works at the Department of Social Work in Kocaeli University. Acar’s academic interests are social work ethics, children living and/or working on the street, child labor, child protection systems, youth policy, poverty and social work education. Acar served as a board member in the headquarters of The Turkish Association of Social Workers (2005-2013) and in the board of The International Federation of Social Workers European Region (2012-2015). Acar currently serves as a board member in The European Association of Schools of Social Work (2015-2019).
 

Fatih ŞAHİN, Professor, PhD
Celal Bayar University, Faculty of Health Sciences, Head of Department of Social Work

Fatih Şahin is professor at Manisa Celal Bayar University Department of Social Work and head of the department. After he graduated from Hacettepe University School of Social Work, he received his master’s and PhD degrees in the same university. His dissertation is about “social worker’s attendance towards social policy processes”. Fatih Şahin has three books; one of them is written internationally and one of them has coauthors. He also wrote numerous book chapters domestically and internationally. Fatih Şahin organized the 2015 Social Work Symposium in Manisa Celal Bayar University. Fatih Şahin conducted several social work projects and trainings. His articles appeared in several national and international journals. He peer-reviewed several national and international journals. Fatih Şahin is advisor of several master and PhD thesis.
 

Vedat IŞIKHAN, Professsor, PhD
Hacettepe University, Faculty of Economics and Administrative Sciences, Lecturer in The Department of Social Work

Vedat Işıkhan is professor at Hacettepe University Social Work Department. He received PhD degree in 1998 with the thesis titled “The sources of job stressors of managers which employed under social work and health institutions”. He became associate professor in 1999 and professor in 2009. Currently, he has been working for the same University. He is interested in fields such as cancer, tuberculosis, rights of patient, social support, health care personnel, job stress, job satisfaction, burnout, working life, working life quality, families of children with mentally retarded, homelessness, social problems and social policy. Professor Işıkhan has 10 books. He peer-reviewed many prestigious journal articles. Some of his articles appeared in the selective peer-reviewed journals. He lectured abroad. Professor Işıkhan is a member of the Ministry of Health National Cancer Advisory Board and Association of Social Workers. Professor Işıkhan won the 3rd prize in the contest named "The Role of Education in Increasing Labor Productivity" organized by the National Productivity Center (MPM) in 1997 and the 2nd prize in the contest named "Development of the Quality of Working Life" organized by MPM in 1998. Due to significant researches, practices and contributions made was awarded by the International Council of Stress Management Professionals (ICSMP) in November 2016.
 

Aksu Bora, Professor, PhD  
Hacettepe University, Faculty of Communication Lecturer in the Department of Communication Sciences

Aksu BORA is professor at Hacettepe University Faculty of Communication. After she graduated from Ankara University Faculty of Political Sciences, she got her master’s and PhD degree in Hacettepe University Anthropology Department. She has books namely Women’s Class, Feminism in Itself, Warm Family Environment (coauthor); and collected works such as Feminism in Turkey at Nineties (coauthor) and Optimism of The Will. She published a lot of articles in various journals and collected works. She translated a lot of books and articles. Some of them are Money Makes Us Relatives, The Seed and The Soil, History of Anthropology, and The Yellow Wallpaper. She was one of the researchers of the book titled Poverty Cases which is an ethnographic study on urban poverty and she wrote chapter of family and gender chapter in the book. She was also one of the researchers of the book titled We Studied All for Nothing which focuses on white-collar unemployment and she wrote a chapter which is about emotions and family relations of the unemployed. She wrote a chapter about childhood in the book titled They Were Child in Republic which is an example of oral history. Since 1994 she provided numerous trainings and wrote many training manuals, and conducted many projects about gender equality.
 

Emine ÖZMETE, Professor, PhD
Ankara University, Faculty of Health Sciences, Lecturer in the Department of Social Work

Emine ÖZMETE is professor at Ankara University Faculty of Health Sciences Social Work Department. She administers Ankara University Center on Ageing Studies Implementation and Research. Her studies on aged people and as well as other disadvantageous groups focus on welfare, subjective and objective quality of life, institutional and residential care, active ageing and intergenerational solidarity. She received her master’s degree in 1997 and PhD degree in 2002 at Ankara University. In 2006 she became associate professor. She was visiting lecturer in USA Iowa State University Department of Family Studies and Human Development. She is member of International Federation on Ageing, International Federation on Social Work, International Federation on Home Economics and European Network on Intercultural Elderly Care.
 

Murat ERDOĞAN,Associate Professor, PhD 
Hacettepe University, Faculty of Economics and Administrative Sciences, Lecturer in The Department of Political Science and Public Administration

Murat Erdoğan is a lecturer at Hacettepe University in the Department of Political Science and Public Administration. He is also the founder and the director of “Migration and Politics Research Center” at Hacettepe University, vice director of “Center for Research on European Union Studies” at Hacettepe University, board member of International Metropolis and member of Turkish National Commission for UNESCO. Erdoğan receieved his bacherlor’s degree from Faculty of Political Sciences at Ankara University and received his PhD degree from political sciences at Ankara University with the dissertation of “Turkey-EU Relationship after the Cold War: 1990-2005” as a scholar of Konrad Adenauer Foundation between 1994-1999 at University of Bonn and University of Freiburg in Germany. Erdoğan worked at Turkish Embassy in Berlin (2000-2002) as Press Counselor, and at European Union Harmonization Committee of the Grand National Assembly of Turkey (2004). He served as the advisor to the president of the Council of Higher Education in Turkey and advisor to the rector of Hacettepe University (2012-2016). Erdoğan was a guest lecturer at the University of Duisburg-Essen (2007), at Humboldt  University of Berlin (2010), at University of Oxford (2012) and at Johns Hopkins University (2014).
